Generally, yes. The primary exception are employees of certain governmental entities (federal, state, and local governments). These employees fall under "sovereign immunity" laws and are generally prohibited from being served a court order or being sued. However, these employees are generally subject to child support orders. In addition, military employees are subject to child support or marital support orders. Other laws are applicable to specific types of governmental employees.
